How is a critical subcluster determined?

A subcluster is "critical" means: if you shutdown this subcluster, your entire cluster will shutdown, due to either lose quorum, or lose the shard coverage. This is similar to the notion of "critical node".
And you can imagine, secondary subcluster will never be critical subcluster.
