Is it necessary to stop all nodes when removing or adding a node?

On removing/adding a node in a subcluster - is it necessary to stop all the nodes in the subcluster?

    No, but it probably makes more sense to add subclusters, not individual nodes. If you are just "adding a node" it isn't really clear what that node ought to be used for.
