How to create backup configuration file .ini file?

We upgraded from 9.1 to 10.1.0 I think the steps differ in creating a backup configuration .ini file?

Is there command that I just insert the necessary details then it will create automatically the configuration.ini files? I tried the command vbr.py --setup-configuration and its not working anymore.
