How can i get the catalog and data path when the database is down?

    do a head of the vertica.log and you will see the start command with the catalog path. The start command is /opt/vertica/bin/vertica... etc..

    If you have a version higher or equal to 6.0, look at /opt/vertica/bin/admintools.conf file.
